Somerville has one of the strictest condominium conversion ordinances in Massachusetts (Ch. 7, Art. IV), strengthened in October 2025 to require two years of advance notice, a Condominium Review Board permit, and tenant relocation payments of $14,000 — or $18,000 for elderly, disabled, or low-income tenants. For owners of the city's iconic 2- and 3-family triple-deckers, that closes off the most lucrative exit — sale to a developer who would convert to condos — unless they can absorb a multi-year process and the per-tenant cash. The friction compounds with a December 2023 zoning rewrite that legalized triple-deckers (the form had been functionally banned since the 1920s) only on a forward-going basis, so most existing triple-deckers in East Somerville, Winter Hill, and Spring Hill are now legally non-conforming. Once unpermitted basement units or attic conversions surface during a traditional sale, the building can't be rebuilt as-of-right after damage — and an as-is cash sale often becomes the only path that actually closes.
